To stop wasteful use of phone numbers and prevent potential scams in stores, ICASA consulted with mobile network operators and decided to require numberless SIM cards (called MSISDNless) starting May 15th, 2009. This meant traditional SIM cards with pre-printed numbers were no longer produced or sold.
