Note on the ICASA Inquiry into the definition of Under Serviced Area (USA) in the Cell C licence

This inquiry, mandated by section 4B of the ICASA Act, stems from a High Court ruling in MTN’s favor. MTN challenged ICASA’s approval of Cell C’s rollout plans for Community Service Telephones (CSTs) in underserved areas.

On February 26, 2007, the High Court determined that ICASA hadn’t thoroughly considered the matter and ordered a reevaluation. Consequently, ICASA issued this notice seeking industry input to determine if Cell C met its license obligations regarding underserved areas.
