This legislation establishes the Independent Communications Authority of South Africa (ICASA) to regulate the broadcasting, telecommunications, and postal industries in South Africa. It also dissolves the Independent Broadcasting Authority and the South African Telecommunications Regulatory Authority, transferring their functions to ICASA. Additionally, the law amends existing broadcasting and telecommunications acts to reflect the creation of ICASA.
