ICT Policy Discussion Document published

[6 June 2012]

The South African government is taking steps to modernize its Information and Communication Technology (ICT) policies. Nominations are now open for individuals to join an advisory panel that will assist the Minister in this crucial process. You can find more information about the nominations process here. The terms of reference of the Panel are available here.

This initiative comes amid concerns that outdated policies, unchanged since 1996, are hindering industry growth. While some question the effectiveness of the current approach, there’s a clear need for updated regulations.

Minister Dina Pule has outlined a multi-stage development plan. Following discussions at the National ICT Policy Colloquium held in April 2012, a green paper will be released this year (2012). This will be followed by a white paper in 2013, paving the way for a final policy implementation in 2014.

The DoC has published an initial discussion document and is holding this open for comment from the public until the end of May 2012:

The website for the Colloquium is http://ictcolloquium.co.za (website no longer exists).

The keynote address at the Policy Colloquium was delivered by Dr Andile Ngcaba:

Also of interest is the recently published ANC draft discussion document on communications policy. The ruling party has come up with some interesting ideas and this document is also open for comment.
