Passed in April 2014, the Electronic Communications Amendment Act is not yet in effect. The Minister of Communications will announce the start date in a government publication.

The two bills, the Electronic Communications Amendment Bill and the ICASA Amendment Bill, have finished being debated by the Communications Committee. Now, they’ve been sent to the Select Committee on Labour and Public Enterprises for further review.
This committee will follow a similar process as the Communications Committee. They’ll hold hearings (on January 29th and February 5th, 2014) and may suggest changes to the bills. If they do, the bills will go back to the Communications Committee. But if there are no suggested changes, the bills will be sent directly to the President for approval.

The South African Parliament’s Portfolio Committee on Communications will be holding hearings to discuss the Electronic Communications Amendment Bill 2013 and the ICASA Amendment Bill 2013. These hearings are scheduled to take place from October 1st to 4th, 2013, at the ICASA head office located on Katherine Street in Sandton.
