South Africa’s Department of Communications has defined “universal access” and “universal provision” for electronic communication services. This definition, based on the Electronic Communications Act (ECA) of 2005, outlines what level of service should be available to all areas, communities, and people in the country.
The Determination establishes targets for universal access and service that will be in effect for at least two years. However, it’s unclear how these targets will be implemented for those who hold ECS or ECNS licenses.
