The Independent Communications Authority of South Africa (ICASA) has announced an extension to the deadline for submitting responses to the Call Termination Market Review questionnaire. Additionally, some minor adjustments have been made to the questionnaire itself.

New Deadline: Responses to the Call Termination questionnaire are now due by August 2nd, 2013.

The following amendments have been made to the questionnaire:

• Information pertaining to Short Message Service (SMS) (Section B: 2.3), data (Section B: 4.6), and international roaming (Section E: 1.2) has been excluded.
• Licensees are no longer obligated to complete Section E: 1.2 (Roaming Agreements) of the questionnaire.
• Similarly, the completion of Section D: 2 & 3 (CST Traffic and Outpayment) is no longer mandatory for licensees.

Building on their Cost to Communicate Programme announced in June 2013, ICASA has launched a deeper examination of wholesale call termination rates. Licensees are required to complete a questionnaire by July 26th, 2013, to contribute to this initiative.

Guideline for 2013 Call Termination Questionnaire

To assess the effectiveness of the initial call termination rate reduction implemented in 2010, ICASA is collecting data from licensees on the current state of the market. This information will be used to determine if additional regulations are necessary for wholesale voice call termination rates in South Africa.
