The Communications Department has issued a notice in the Government Gazette, signaling its plan to introduce a Bill in November aimed at revising the Broadcasting Act of 1999.

Summary of the Media Reform Bill 2015

The summary of the Reform Bill indicates that it will include provisions for the:

• Removal of the term “appointing body”
• Decrease in the number of non-executive members on the SABC Board
• Changes to the process for appointing and dismissing non-executive Board members
• Formation of a nomination committee to recommend non-executive Board members to the Minister
• Restructuring of the executive committee
• Revision of procedures for the removal and resignation of non-executive Board members
• Changes to the procedure for dissolving the Board and appointing an interim Board

The introduction of this Bill appears to stem from ongoing public debates about the correct process for appointing Board members and whether the Broadcasting Act or the Companies Act should govern these procedures.
