I, Solly Malatsi, MP, the Minister of Communications and Digital Technologies, hereby give notice of the appointment of Dr Charles Lewis, Dr Joshua Tshifhiwa Maumela, Ms Karabo Mohale and Mr Andrew Dibi Matseke as councillors of the Independent Communications Authority of South Africa (ICASA) for a period of four (4) years with effect from the date of their availability in line with section 5(1B)(c) of the Independent Communications Authority of South Africa, 2000 (Act No. 13 of 2000) as amended.

The Minister of Communications and Digital Technologies has appointed Mr. Mothibi Ramusi as both a councillor and the chairperson of ICASA’s council for a five-year term, effective upon his availability.

This appointment concludes a nearly two-year period during which the regulator operated with an acting chairperson. Mr. Ramusi has previously held the position of special advisor to the Minister (2009-2011) and served as the executive head of regulatory affairs at Cell C (2011-2014).

The Independent Communications Authority of South Africa (ICASA) has appointed a new team to lead its Complaints and Compliance Committee (CCC). These appointments follow the end of previous members’ terms in December 2020.

The new committee will be led by Judge Thokozile Matilda Masipa. Joining her are Mr Paris Mashile, Ms Ngwako Molewa, Mr Peter Hlapolosa, and Mr Thato Mahapa.

The Ministry has filled the last vacant position on ICASA’s Council by appointing Mr. Zolani Matthews. This brings the Council to its full size of nine members.

ICASA welcomes five new and returning council members! This is positive news, especially the reappointments of Dr. Modimoeng (considered by many to be ICASA’s most effective chairperson) and Mr. Zimri. Both are expected to play a key role in finalizing the crucial spectrum licensing process.

The new council includes:

  • Dr. Keabetswe Modimoeng – Appointed Chairperson (second term, five years)
  • Mr. Peter Zimri (returning member)
  • Advocate Luthando Mkumathela (new member)
  • Ms. Yolisa Kedama (new member)
  • Dr. Charles Lewis (new member)

With these appointments, the ICASA Council is now at 8 out of 9 members.

ICASA Explains How to Keep Information Confidential

The Independent Communications Authority of South Africa (ICASA) has released a guide for anyone who wants to submit information while keeping it secret. This guide doesn’t have the force of law, but it explains how ICASA handles confidentiality requests under section 4D of the ICASA Act.

What You Need to Do

To request confidentiality, you’ll need to clearly identify the information you want to keep hidden and explain why it should be considered a secret. The guide also gives some examples of the types of information that may be kept confidential under section 4D.

ICASA’s Decision

ICASA can reject your request if the information is already public or if the law requires them to disclose it. They must give you a reason for rejecting your request, and you can then choose to withdraw the information entirely.

ICASA’s Decision is Final (But Not Unchallengeable)

While ICASA’s decision on confidentiality is final, you can still challenge it in court if you believe they made a mistake.
